It is next to the warp gates in Moradon. It allows clan leaders to register their clan and broadcast a message that appears on everyone's screen ("X clan's Y is looking for clan members. Please check the clan bulletin board."). Players who don't have a clan yet can look at the board and apply to join a clan. The clan leader can view the applications and cancel them, but he can't literally accept them, that must be done by meeting the person and adding him to the clan in the normal way.
And by the way, it doesn't work in USKO, but it does in the other KO's.
